On 15th November 2013, PDPA was enforced in Malaysia. As it applies to commercial transactions, business MUST (from now onwards) pursue data user registration as the ultimate compliance exercise kick-off. In parallel, establishing the ideal data protection team and to managing practical business issues affected PDPA. It is a recurring process and not a one-off process. Noriswadi Ismail is the Co-Founder and Managing Consultant of Quotient Consulting (QC), a 360-degree data protection boutique consulting firm based in Kuala Lumpur and London.
He recently passed the prestigious Practitioner Certificate in Data Protection, managed & administered by PDP, supported by the The United Kingdom Information Commissioner’s Office (ICO) and accredited by the Law Society of England and Wales and The Bar Council, England and Wales. He received the results on 17 January 2014.
He holds LLB (Hons) from Ahmad Ibrahim Kulliyyah of Laws, International Islamic University Malaysia and LLM in Information Technology & Telecommunications Laws from Strathclyde Law School, University of Strathclyde, United Kingdom.
Prior to leading QC, he worked as legal assistant, corporate counsel, regulatory and risk management counsel and general counsel/company secretary in various leading legal firms and a leading ICT public listed company in Malaysia for more than a decade. In 2008, he clinched the Malaysian Institute of Management-Public Bank Berhad Young Manager of The Year Award, a stringent and competitive national award that recognises exemplary Managers across Malaysian business. His position at the time was the General Counsel/Company Secretary of HeiTech Padu Berhad, Malaysia (a leading ICT public listed company having investments and operations in Malaysia, Southeast Asia, Asia Pacific, Middle East, Sri Lanka, United Kingdom and Russia).
In QC, he consults, advises, researches and educates on 360-degree data privacy matters. His clients and affiliates including government departments, multinational companies, government-linked companies, universities, start-up companies, non-profit organisations, and global professional advisers.
He is a proud member of the International Association of Privacy Professionals and alumni of two prestigious scholarship schemes; the British Chevening (the United Kingdom Government Scholarship) and the Association for Overseas Technical Scholarship (Ministry of Economy, Trade and Industry, Japan).
During the spring and summer of 2011, he was a visiting data protection researcher in the University of Oxford’s Centre for Socio-Legal Studies at the Faculty of Law and the Centre for Health, Law and Emerging Technologies, Department of Public Health. On 28th December 2012, he was recognised and appointed as the Privacy by Design Ambassador by Dr. Ann Cavoukian, the Information & Privacy Commissioner of Ontario, Canada.
He is the author of ‘Understanding Personal Data Protection Law’, LexisNexis and the Lead Editor of ‘Beyond Data Protection, Strategic Case Studies and Practical Guidance, Springer’ – both published in 2013.
Besides English, Noris speaks Bahasa Malaysia, Bahasa Indonesia and basic Arabic.
