You definitely know the importance of the Government Loans and Grants on your business’s operation and hungry for it. But do you know which one is suitable for your business? Is it bringing you the greatest benefit?

You must ever thinking about this question, “What should I do?” when you plan to search for some funding. Obviously, that is always a ton of questions to ask when it comes to applying loans and grants.

I will share what I’ve learnt from one of my speaker in FounderMehtod, Ching Chee Pun about the types of Government Loans and Grants that are available for Malaysia SMEs to apply in common. Please note that I am not the expert in Grant but I am lucky to have Ching (the expert of Malaysia Grant and Loan Programmes) to share in my Webinar.

Government Loans

Malaysia Government came out many financing schemes that meant to help the SMEs to start or grow their business in these few years. The effort of the Government to encourage the rising of SMEs can be seen from the improved and beneficial financing schemes year by year. There are totally seven types of Government loans open for application currently.

1.Graduate Entrepreneur Fund

In Malaysia, there is hard to get funding from the commercial bank when you do not run your business for at least two years. But the Graduate Entrepreneur Fund is open for start-up business, that’s mean you can apply it even if you are new and just start your business. The objective of Graduate Entrepreneur Fund is to help the young entrepreneurs to start their business and also for those already own their business.

The participation bank is the SME bank. It opens for Malaysians who are below 40 years old and graduated for not more than 15 years and most importantly must at least hold a diploma qualification.

The maximum of the loan size is RM500, 000 but you can boost your finance up to RM750, 000 for acquisition of company (for Fixed Assets only) and get a low interest rate which is four percent. This kind of interest rate is a reducing method, simply saying is when you pay your principle and your interest will be paid less.

You enjoy a grace period up to 48 months, which means you no need to start repaying your loan immediately but started doing so after 48 months. No guarantor is required when your loan amount is up to RM100, 000, but you need a guarantor when financing for more than RM100, 000 although the guarantor only guarantees 20 percent.

There are two categories for applying; one is for new business and another one is for existing business. Applicants who start a new business need to attend a course conducted by INSKEN. The course is a Free of Charge Government course that teaches you about entrepreneurship. All the applicants must submit business proposal and doing presentation, once the applicants get the approval from INSKEN course leader, they will be proposed to SME bank for their loan. However, the applicants will not get the loan if they fail in this course. For those existing businesses, the process will be the same if your business is started less than two years while you can exempted from both attending courses and doing presentation to INSKEN and straight away submit your business proposal to SME bank if you are running your business more than two years.

2. Young Entrepreneurs Fund

It is handled by SME bank, used as venture capital funds and working capital of the Company. That’s mean it is for new start-up business or developing the existing business. It is quite similar to the Graduate Entrepreneur Fund, but the criteria of application are slightly lower. The applicants must have at least hold a certificate qualification and aged between 18 to 30 years old. If those without vocational certificate want to apply for this scheme, they should attend a training conducted by SME bank and get a certificate after complete the training to apply the scheme.

The financing limit of Young Entrepreneurs Fund is only up to RM100, 000 in maximum. The interest of this fund is 5 percent. Sometimes the application process is a bit lengthy, but somehow worth the wait because of the low interest.

3. Shariah-compliant SME Financing Scheme (SSFS)

It is targeting on the existing business which is running for at least two years while it does not suitable for the new start-up businesses. It is under Islamic Business Loan, which means that it is offering to those businesses that fit into the Islamic principles. For example, if your company is selling pork, you are not qualified to apply. The Non-Bumi are welcomed for the application. The participation banks include most of the registered Islamic Commercial Banks such as Bank Rakyat, Bank Islam, HSBC Armanah and etc while exclude the SME bank.

The loan amount offered is big. It range from RM 100, 000 to RM 5 Million and the term of loan is maximum 5 years. It is encouraged to apply because there is two percent discount offered by Government. However, your business has to fulfill some conditions, for example, accorded the MSC status by MDeC or certified under 1-InnoCERT to be automatically qualified for applying the scheme. But let’s say you do not have any one of the certificates and you want to apply, there is a way out. SME Corporation has a rating system named SCORE. Your company will be accessed by a representative from SME Corporation to see what level your company is. Your company must be rated at least 3 stars in order to get the loan.

4. Fund for Small and Medium Industries 2 (FSMI2)

It is always in town but lots of people do not know about it because of the lack of promotion by the banks. In fact, Banks do not make so much money from this scheme and it is so called “charity works”. Only Maybank and CIMB Bank currently offered it.

The criteria are your business’s annual sales turnover should be greater than RM500, 000 but less than RM25 Million oryourfull-time employees are less than 150 people. And your shareholders’ Fund should be less than RM2 Million; means that the total amount of your paid-up capital and accumulated profit do not more than RM2 Million.

It encourage those companies in operation for at least 3 years but less than 7 years to apply but if your company’s net profit margin for the last 3 years is less than 3 percent even though your company is existed for more than 7 years, the bank will still accept your application.

The loan amount range from RM100, 000 to RM 3 Million and the interest rate is 4 percent to 6 percent and including 3 to 5 percent CGC Guarantee Fee but it is getting higher for now.

5. Green Technology Financing Scheme (GTFS)

When you plan to do your own business but do not have any ideas on funding, always think of Green Technology in your mind because the trend of Go Green is getting more popular around the world. But your business should under one of the following sectors which are energy sector, water and waste management sector; green building sector and transport sector.

Your company must have a GTFS certificate and it will only be issued when your company fulfills the requirement listed by Green Technology Corporation. You will get the subsidies of 2 percent interest from the Government orCGC guarantee 60 percent. The loan size can be huge and it divides into two categories which are up to RM50 Million for producer such as manufacturing factory and up to RM10 Million for consumer such as retailing company.

6. Halal Industry Fund

It is based on collaborative effort of SME Bank with Halal Development Corporation (HDC) with an objective to support the entrepreneurs involved in Halal-related sectors. If you own a restaurant that is pork-free and alcohol-free, you should go for this scheme.

The eligibility stated that your business must not be a subsidiary of a GLC or MNC and should be minimum 60 percent of Malaysian equity. The most beneficial point of this scheme is the loan size can up to RM200 Million.

7. Intellectual Property Financing Fund

It is a new scheme that was came out from Budget 2012 but only launched in 2013. The unique point is that it mainly focuses on the effort of branding. A business with good brand image will have an IP rights, so that the scheme enable companies with IP rights to use it as an additional source of collateral to obtain funding. In the other hand, if your business has a good reputation or the name of your brand is quite well-known in Malaysian market, you are encouraged to apply. Yet since your brand name is only an additional source, you have to put some properties as well to get the loan.

The initiative of RM200 Million in financing will be offered by MDV. Therefore, when go for application, you should get the figure of how much your brand name worth from a unit called MyIPO and then give the figure to MDV. Once you are successfully applied, you are able to get financing up to RM10 million or 80% of valued IP in 5 years term include a grace period up to 12 months. And the Government will either give you 2 percent or around 4 to 5 percent annual interest.

Government Grants

There are many Government Grants before 2009, for now it is getting lesser and lesser in town and only available for few industries, for example, Information Technology, Biotechnology and Green Technology.

Basically Government Grants divide into two levels which are Pre-seed and Seed. Pre-seed refers to those who just have an idea in mind and do not know what to do about their idea. There are two programmes under the level of pre-seed.

1.Cradle Investment Programme (CIP)

It is managed by Cradle Fund Sdn Bhd and the purpose is to fund innovative people with technology oriented ideas and transforms their raw ideas into commercially valuable ventures.

The amount of funding is up to RM150, 000 per idea and also providing mentor to help in the whole project. But when the applicant fails to complete the project, he or she has to pay the repayment of grants and admin fees of 4 percent.

What you need for application is preparing your business proposal and submits it to Cradle Fund Sdn Bhd. You are required to go for an interview if you are shortlisted. According to the official website, the application process will takes about 3 months but normally it takes time more than that and around 5 to 6 months.

2. Multimedia Development Corporation (MDeC)

It is acting as the implementing agency of the Ministry of Science, Technology & Innovation. The programme offers up to RM150, 000 to techno-preneurs to execute their business plans. If you are planning to do a project that is information technology oriented, it will be a good choice of funding for you.

Its major difference with Cradle Investment Programme (CIP) is that it will be more on providing the facilities to applicant than funding them money. And also it wants the applicants applied a MSC status in order to get funding while the Cradle Investment Programme (CIP) did not.

There are three programmes under the level of seed.

1. Cradle Investment Programme (CIP)

In this level, it can be seen as a going through programme that brings you from pre-seed to seed. It aims for helping the applicant to grow or market their business and act as a funds commercialization for the applicants to start up their business. It offered RM350, 000 per deal.

2. Enterprise Innovation Fund (EIF)

It runs by the Ministry of Science, Technology and Innovation (MOSTI) to promote the development and innovation for commercialization. The amount of financing is range from RM20, 000 to RM250, 000 for 18 months as maximum tenure.

3. Commercialisation Grants-Seed Funds

It runs by Malaysian Biotechnology Corporation and is exclusively for Biotechnology related business. Its maximum financing is RM2.5 million to be disbursed within 2 years.

Matching Grant for Market Development

Till now, if you are upset on how come all the grants listed above are specifically for technology oriented businesses, a grant that is targeting on business and marketing is right here. It helps you on exporting business to overseas. You can get some assistance or fund for the participation in International Trade Fairs, exporting market research, promotional activities undertaken with Hypermarkets and Retail Stores Overseas and so on. As for the amount you may get is on a case-to-case basis.

    we have an annual turnover of 3 million and have a 3 years of audited accounts with an annual profit of approx RM 300k

    we have recently secured a contract with tesco to supply clothings, however we might not have the cash flow to purchase more machinery and supply garments to tesco.

      Hi,

      I just registered a new medical device sales and marketing company. I have been in this line for 25 years and now venturing on my own. I have established products and clientele. Need funding to set up office, website and GDPMD licencing and also for initial running cost. I am looking for funding to get me off the ground. Need 100k to get all this done. Can anyone help?

    Hi,

    We have developed 3 web based applications, one is a Security Operations Application which was developed for the Singapore Security Association and is really extremely good and no competitors are there in Malaysia/Indonesia and there is a huge market.

    We also developed a complete ERP for retail outlets which can be used by any huge retail outlets like Giant/Tesco/7-11, etc

    We developed and education ERP that is plug and play for anyone starting a school/college/university

    We also developed smaller applications like a Document Management System and a Direct Marketing (EMail/SMS bulk sending ) application.

    All applications were developed over time by placing ourself and studying the manual processes completely.

    We are totally out of funds to market them and I am wondering is there any grant assistance available. All products are 100% ready and tested.
